Dear Governor Wes Moore & Attorney General Anthony Brown,

Prime Minister of Israel Benjamin Netanyahu is conducting an ongoing ethnic cleansing campaign, bombing multiple countries across the Middle East, and advocating an openly fascist ideology. Netanyahu is now coming to Maryland and Washington, D.C. for his seventh visit during President Trump’s second term to continue his advocacy for war and ethnic cleansing.¹ We implore you to use the powers of the Maryland Attorney General's office to investigate and prosecute Benjamin Netanyahu for his crimes.

Netanyahu has already been investigated by the International Criminal Court, which issued a warrant for his arrest and found reasonable grounds to believe he is criminally responsible both as a co-perpetrator of several crimes and as a civilian superior for the war crime of intentionally targeting civilian populations.² This includes the war crime of using starvation as a method of warfare. For these acts, 15 countries have committed to arresting him. Residents of Maryland³ and across the D.C., Maryland, and Virginia (DMV) area⁴ more broadly have been victims of his rhetoric and ongoing genocidal campaign. It is the responsibility of the Governor and the Attorney General to defend the Maryland residents who have been subjected to violence by Netanyahu’s crusades and to hold the perpetrator accountable for his criminal acts.

Since October 7, 2023, Israel has escalated its ongoing genocide against Palestinians, murdering over 70,000 people⁵. The Israeli military, under the direction of Netanyahu, has used increasingly destructive means to lay waste to Gaza. Israel has decimated the healthcare system in Gaza with 735 attacks on healthcare facilities as of June 2025⁶. 90% of schools and universities in Gaza have been damaged or destroyed by Israeli attacks⁷. The Israeli prison system continues to torture Palestinians, with almost 10,000 Palestinians abducted and detained by Israel as of December 2025⁸ and at least 98 Palestinians killed in Israeli custody between October 2023 and November 2025⁹. Israel’s attacks also violate international law in the West Bank, where Israel has detained hundreds of Palestinians and continuously expanded its illegal settlements¹⁰ which dispossesses the people of the West Bank of their homeland.

Netanyahu has, at every turn, disregarded and disrespected international law, norms, and treaties, and continues to be a driving force escalating the genocide against Palestinians. He has put together a cabinet that openly dehumanizes Palestinians. His former Defense Minister referred to Palestinians as “human animals.”¹¹ Throughout his time as Prime Minister, he has overseen the greatest loss of Palestinian lives in history. The Israeli government’s actions, led and directed by Netanyahu, amount to war crimes and crimes against humanity¹². Governor Moore, you yourself have said the same and called Netanyahu a criminal guilty of committing war crimes¹³. In his six previous visits since the start of President Trump’s second term, Netanyahu’s time in Washington has directly preceded an increase in Israel’s aggression and expansion across the region.¹⁴

There is precedent for charging international war criminals in the United States for crimes against American citizens abroad.¹⁵ The Office of the Attorney General is uniquely situated to investigate and prosecute Netanyahu to protect the people of Maryland and prevent further suffering. Governor Wes Moore, we are asking you to call on the Office of the Attorney General to investigate and prosecute Netanyahu to protect the people of Maryland and prevent further suffering. Attorney General Anthony Brown, we ask that you use the full power of your office to enforce the rule of law that you are sworn to uphold.

Benjamin Netanyahu is not welcome in Washington, D.C., Maryland, or Virginia. Our public officials must uphold international law including by executing the International Criminal Court's arrest warrant against Netanyahu.

We call on Maryland Governor Wes Moore and Attorney General Anthony Brown to arrest and prosecute Netanyahu for war crimes and crimes against humanity, including killing and torturing local DMV residents and their families in Palestine. And we will not stop at Netanyahu. No Zionist war criminal is welcome in the DMV, and we will meet any and all of them with just as much anger and organization. Our demands are as follows:

Investigate and arrest Benjamin Netanyahu for war crimes and crimes against humanity.
Investigate and arrest any other Zionist war criminal in the DMV.

As we rally, we reaffirm that we will never abandon Palestine. Israel is still committing genocide in Gaza, families are still being displaced and dispossessed in the West Bank, and our prisoners are still being tortured in Netanyahu’s prisons. We will continue to confront Zionism and genocide in every form it takes in our city.

DMV residents testify against Israel's war crimes

“My family has buried more than 200 loved ones in Gaza. There are no words for what it means to watch your family tree be erased while elected officials continue to welcome and legitimize those responsible without consequence. We refuse to let the people we loved be remembered as statistics, as they were entire lives filled with dreams, hope, laughter, and love. Every handshake, every photo-op, and every act of political support tells families like mine that our loved ones’ lives are worth less than political convenience.”

“I have lost many members of my family due to the Israeli occupation of Palestine and more than 100 members since Oct 7, 2023. I was on the Global Sumud Flotilla delivering medical aid and food to the besieged Gaza strip when I was kidnapped in international waters by the Israeli army. I was detained in concentration camps for days, where I was physically tortured, mentally abused, and denied basic human necessities such as using the bathroom and water. The Israeli government and its agencies kept us in cages designed to break human beings and we were treated like animals.”

“I along with my friends on the flotilla were beaten, tortured, and humiliated directly under the watch of Ben-Gvir supported by Netanyahu and the entire Israeli political system for trying to deliver aid and break the siege on Gaza. It’s this siege alongside indescribable crimes including a brutal occupation which make it critical the international and American communities hold him accountable.”

"As an American citizen, I carry deep shame knowing that my country's policies, funding, and military support are contributing to genocide, mass suffering, and the erosion of international law and medical neutrality. It is devastating to watch my tax dollars used in ways that violate my values, especially while my family struggles financially, and speaking out has cost both me and my husband professional opportunities. These pressures have forced me into an impossible position, choosing between my livelihood and my conscience. As an American of Lebanese descent, I find the impact to be deeply personal. Two of my second cousins, one also an American citizen, were killed this year by an Israeli missile while distributing aid to those fleeing the Israeli occupation and assault in Southern Lebanon to Mount Lebanon, turning geopolitical violence into intimate family loss."

We here must honor the steadfastness of our people. We call on all people of conscience to amplify our call to the Maryland Attorney General Anthony Brown and Governor Wes Moore, sign the letter to AG Brown and Governor Moore, and join us in the streets once Netanyahu's visit is confirmed.

Israeli Prime Minister Benjamin Netanyahu will visit Washington, DC for his seventh meeting during President Trump's second term in office. Every time Netanyahu visits DC, he colludes with the US to expand the US-Israeli genocide against the people across the region including Palestine, Lebanon, Yemen, and Iran. Netanyahu is a war criminal and international fugitive with an International Criminal Court warrant out for his arrest for: (1) war crimes including using starvation as a method of warfare and intentionally directing an attack against a civilian population, and (2) the crimes against humanity of murder, persecution, and other inhumane acts.

Every time Netanyahu visits DC, he flies into Joint Base Andrews in Prince George's County, Maryland and uses publicly funded Maryland infrastructure to get to the US capital. If the federal government refuses to act to enforce the ICC arrest warrant, then Maryland public officials must step up to uphold international law and protect their own constituents. That is why we are calling on Maryland Governor Wes Moore and Maryland Attorney General Anthony Brown to investigate, arrest, and prosecute Benjamin Netanyahu when he arrives.

Governor Wes Moore has openly called Netanyahu a war criminal.

Now, it is time he backs up his words with action.
